The P.I.A. is a name for a hypothetical network. It's the idea that like minded fringe (periphery) type thinking people can be connected... nothing too new, just a fresh name for a much too serious idea--the idea that you have to be an official austere body of individuals to conduct the business of normal people if you are not normally regarded as such. Maybe the PIA manifested to get fringe type people to think about how they can relate to other fringe type people, so they/we can help themselves/ourselves via pooling their/our abilities.
